The Council of Europe’s activities to promote linguistic diversity and language learning in the field of education are carried out within the framework of the European Cultural Convention, (1954) ratified by 48 states.

European Day of Languages
The European Day of Languages was created during the European Year of Languages in 2001, a Council of Europe initiative with the European Union. Throughout Europe, hundreds of activities celebrating language diversity and promoting language learning will be held on 26 September.

The European Language Portfolio
The European Language Portfolio was developed and piloted by the Language Policy Division of the Council of Europe, Strasbourg, from 1998 until 2000. It was launched on a pan-European level during the European Year of Languages as a tool to support the development of plurilingualism and pluriculturalism.
